The Waukesha,
Ozaukee, Washington (WOW) Workforce Development Board is one
of Wisconsin’s eleven regional boards established by
the Workforce Investment Act of 1998 (WIA) to address local
economic workforce issues. The WOW Workforce Development Board
replaced the WOW Private Industry Council which had been the
administrator for the Job Training Partnership Act. The purpose
of WIA and the accompanying federal funds is to provide workforce
investment activities that increase the employment, retention,
earnings and occupational skill attainment by participants,
which will improve the quality of the workforce, reduce welfare
dependency and enhance the productivity and competitiveness
of the nation’s economy.
The federal legislation and rules establish
the required representation on the local Boards and the role
of the local Boards.
Members of the local Workforce Development
Boards are appointed by the chief local elected official and
must include members of the following six groups:
- A majority
of members who represent business in the local workforce
area are owners, CEO’s or executives with optimum
policymaking or hiring authority; represent businesses with
employment opportunities; and are appointed by local business
organizations and business trade associations.
- Representatives
of local educational entities, including education agencies,
school boards, adult education and literacy providers and
post-secondary educational entities.
- Representatives
of labor organizations nominated by local labor federations.
- Representatives of community-based organizations
providing services to individuals, including veterans and
persons with disabilities.
- Representatives
of economic development agencies.
- Representatives
of the one-stop center partners.
